F1 Startup and Cells Activation in 5G ORAN gNB

The F1 startup procedure allows to setup of the F1 interface between a gNB-DU and a gNB-CU and it allows to activate of the gNB-DU cells.

Before step 1, 0: Pre-Operational state, is the point where gNB-DU and its cells are configured by OAM (i.e. SMO in ORAN).
